വിദേശത്ത് നിന്നെത്തുന്ന പാഴ്സലുകള്‍ വിട്ടുകിട്ടാന്‍ എളുപ്പമാണോ? ഇല്ല എന്നാണ് തന്‍റെ അനുഭവത്തിന്‍റെ വെളിച്ചത്തില്‍ പറയാന്‍ കഴിയുക എന്ന് ചലച്ചിത്ര താരം രഞ്ജിനി. നയതന്ത്ര പാഴ്സലുകളായി എത്തിയത് മതപുസ്തകങ്ങള്‍ ആണ് എന്ന കെ.ടി.ജലീലിന്‍റെ പ്രതികരണം വിവാദമായ പശ്ചാത്തലത്തിലാണ് രഞ്ജിനിയുടെ ഫെയ്സ്ബുക്ക് പോസ്റ്റ്. രണ്ട് തവണയാണ് തനിക്ക് ഇത്തരം അനുഭവം ഉണ്ടായതെന്ന് രഞ്ജിനി പറയുന്നു. ആദ്യത്തേത് കൊച്ചിയിലേയ്ക്ക് താമസം മാറ്റിയപ്പോള്‍ ഉപയോഗിച്ചുകൊണ്ടിരുന്ന പുസ്തകങ്ങളും മറ്റ് സാധനങ്ങളും അയച്ചപ്പോഴും രണ്ടാമത് വിദേശത്ത് നിന്ന് പ്രളയ ദുരിതബാധിതർക്ക് കൈത്താങ്ങായെത്തിയ സാധനങ്ങള്‍ കൈ പ്പറ്റുന്ന സമയത്തും. ഒന്നര രണ്ട് മാസത്തോളം പല ഓഫീസുകളും കയറിയിറങ്ങി വിവിധ നടപടിക്രമങ്ങള്‍ പൂർത്തിയാക്കിയാണ് രണ്ട് തവണയും സാധനങ്ങള്‍ കൈപ്പറ്റാനായത്. നിയമം പൊതുജനങ്ങള്‍ക്ക് മാത്രമല്ലല്ലോ. വിദേശത്ത് നിന്ന് വരുന്ന ഓരോ സഹായത്തിനും സമ്മാനത്തിനും എന്നല്ല എന്തു പാഴ്സലായാലും ഈ നൂലാമാലകള്‍ അതിനൊപ്പം ഉണ്ടെന്ന് രഞ്ജിനി സ്വന്തം അനുഭവങ്ങള്‍ ചൂണ്ടിക്കാട്ടി വ്യക്തമാക്കുന്നു. അത് ഒരു വ്യക്തിക്കുള്ളതായാലും ചാരിറ്റിസ്ഥാപനത്തിനുള്ളതായാലും അതിന് വ്യക്തമായ രേഖകളും നടപടിക്രമങ്ങളും പൂർത്തിയാക്കേണ്ടതുണ്ട്. Can a foreign package be cleared without legal certifications and protocols? My answer is a big “no” as I have experienced these sort of issues twice in Kerala. First, when I moved base to Cochin more than a decade ago, I shipped my used books and personal belongings from London which gave my hubby and I, huge disappointment and problems in receiving them! We were running departments after departments for clearance and eventually got my packages after 2 months (due to excellent packaging, they were intact without moulds or bugs)! Second, the same thing happened during The Kerala 2018 floods, where some Samaritans of Singapore sent relief aids to our brothers and sisters. The torture of clearing the aid was a humongous tasks experienced by people like me who were racing against the time to get the materials to the needy however it took us (including every charities) at least a month and a half for clearance at Trivandrum after many days and hours of liaisons with central and state officials on telephone and personal visits. After that, I learnt a very valuable lesson, it’s easy to send a package but the clearance gives a great headache and unwanted stress.....law applies to every foreign aids,gifts or whatever charitable name we choose to call it and no one has a special immunity to clear and distribute them freely without proper documentations including the means of transportation details etc😰😰😰😰😰
