പാനൂരിൽ ബോംബ് നിർമ്മാണത്തിനിടെ സിപിഎം പ്രവർത്തകൻ കൊല്ലപ്പെട്ട സംഭവവുമായി ബന്ധപ്പെട്ട ഗൂഢാലോചന കണ്ടെത്താൻ കേന്ദ്ര ഏജൻസികളെ അന്വേഷണം ഏൽപ്പിക്കണമെന്ന് ആവശ്യപ്പെട്ട് വടകര പാർലമെൻ്റ് മണ്ഡലത്തിലെ യു.ഡി.എഫ് സ്ഥാനാർത്ഥി ഷാഫി പറമ്പിൽ തിരഞ്ഞെടുപ്പ് കമ്മിഷന് പരാതി നൽകി.

കൂത്തുപറമ്പ് നിയമസഭാ മണ്ഡലത്തിലെ പാനൂരിൽ ബോംബ് നിർമ്മിച്ചത് സിപിഎം ജില്ലാ – സംസ്ഥാന നേതാക്കളുടെ അറിവോടെയാണ്. അതീവ ഗുരുതരമായ നിയമ ലംഘനം നടന്നിട്ടും സ്ഫോടകവസ്തു നിയമത്തിലെ നിസാര വകുപ്പുകൾ മാത്രം ചുമത്തിയാണ് പോലീസ് കേസെടുത്തത്. പരുക്കേറ്റ ഒരാൾ മരിച്ച ശേഷം മാത്രമാണ് കൊലപാതക കുറ്റമെങ്കിലും ചുമത്താൻ തയാറായത്. അന്വേഷണത്തിൽ രാഷ്ട്രീയ ഇടപെടൽ ഉണ്ടായി എന്നതിന്‍റെ സൂചനയാണിത്. കൊലക്കുറ്റം ചുമത്തിയിട്ടും സിപിഎം നേതൃത്വത്തിൽ നടക്കുന്ന ബോംബ് നിർമ്മാണത്തെ കുറിച്ചോ അതിന് പിന്നിലെ ഗൂഢാലോചനയെ കുറിച്ചോ അന്വേഷിക്കാൻ പൊലീസ് തയാറാകുന്നില്ലെന്ന് ഷാഫി പറമ്പിൽ പരാതിയിൽ ചൂണ്ടിക്കാട്ടി.

രാഷ്ട്രീയ എതിരാളികളെ വകവരുത്തുന്നതിന് വേണ്ടി ബോംബ് നിർമ്മിച്ചെന്ന് കണ്ടെത്തിയിട്ടും യുഎപി.എ ചുമത്താൻ പോലീസ് ഇതുവരെ തയാറാകാത്തതും കേസ് അട്ടിമറിക്കപ്പെടുമെന്ന സംശയം ബലപ്പെടുത്തുന്നതാണ്. ഈ സാഹചര്യത്തിൽ കേന്ദ്ര ഏജൻസിയുടെ അന്വേഷണം അനിവാര്യമാണ്. സമാധാനപരമായി തിരഞ്ഞെടുപ്പ് നടത്താൻ കമ്മിഷന്‍റെ അടിയന്തര ഇടപെടൽ ആവശ്യമാണെന്നും ഷാഫി പറമ്പിൽ പരാതിയിൽ ആവശ്യപ്പെട്ടു.

Constituency- Urgent intervention of Election Commission sought for free, fair and peaceful election-reg.

I would like to draw your kind attention and urgent action to the subject matter captioned:-

I am the candidate sponsored by Indian National Congress from 03 Vadakara LS Constituency, Kerala, which consists of seven Assembly Constituencies including Koothuparamba.

On 05.04.2024 at 00.30 Hrs, there was an explosion that took place at a place called Muliyanthod, near Panoor, within Koothuparamba Assembly Segment, which resulted in the death of one person and four persons sustained grievous injuries. It is very significant to note that the above explosion has taken place during and in the course of manufacturing country bombs, which was meticulously planned and organized under the sponsorship of district/ state level CPIM leadership.

Initially the police registered case only by invoking Section 3 &4 of the Explosive Substance Act and after the death of one of the injured, it was altered and section 302 IPC was added. It is very evident that the investigation of the above case is very shabby and lackadaisical due to political intervention. Police has not turned their antenna of investigation towards conspiracy angle, though there are every evidence for political patronage behind bomb manufacturing units under the control of CPIM leadership.

It is very evident that the aim of the accused is to strike terror by causing death or injury to political opponents by using bombs or other explosives and the said act is clearly a precursor to acts that could and would invite Section 15 of UAPA. In these circumstances, in order to ensure a free and fair election, it is highly necessary to have the case investigated by the Central Agency.

I reasonably believe that there are more number of country bombs manufacturing units working in various hideouts of CPIM in Koothuparamba Assembly segment. These units are working under the direct control of CPIM leadership in their party hideouts of Koothuparamba Assembly segments with a heinous aim of physically annihilating workers of United Democratic Front (UDF) working for my victory and there by sabotage the election. In these circumstances, it is highly necessary to intervene in this matter and to take urgent actions for ensuring free, fair and peaceful election scheduled to be held on 26th April 2024.

Therefore, I earnestly beseech sir, your good self may be pleased to intervene in the matter and urgent actions may be taken for ensuring free, fair and peaceful election in 03 Vadakara LS Constituency, especially violent prone Koothuparamba Assembly segment.
