What You Will Be Doing
As a Division of Oil and Gas permitting team member, you will play a critical role in overseeing Alaska’s oil, gas, and geothermal resources. This position evaluates applications, coordinates interagency project reviews, analyzes and responds to comments, and writes decisions for plans of operation, miscellaneous land use permits, and other authorizations as assigned. You will travel to remote sites to document exploration and development projects, employ new technology to capture imagery and data relating to the use of state land and interact with the public, other government agencies, and industry representatives.

 
Under the guidance of the North Slope Permitting Manager, this position will focus on exercising DNR's statutory and regulatory authorities through permitting actions, reviewing and providing recommendations for on-site remediation and rehabilitation plans, inspecting abandoned sites, and coordinating with other agencies and affected parties to manage Alaska's resources responsibly.

 
Natural Resource Specialist 1 The NRS 1 will work under established guidelines and direct supervision as an entry-level professional.

 
Natural Resource Specialist 2 The NRS 2 will work independently under general supervision as a journey-level professional.

 
Natural Resource Specialist 3 The advanced-level professional NRS 3 will independently provide expertise with minor supervision.

 
The Natural Resource Specialist position may be offered at job class 1, 2, or 3, depending on the qualifications of the highest-ranked candidate.
 
Mission and Culture
The Division of Oil and Gas manages lands for oil, gas, and geothermal exploration and development in a fair and transparent manner to maximize prudent use of resources for the greatest benefit of all Alaskans and facilitates safe and environmentally conscious operation and maintenance of common carrier pipelines. This position plays a critical role in the Division by leading or participating in the authorization process for large, complex, or economically important oil and gas or geothermal projects on the North Slope.

The Working Environment You Can Expect
The DOG permitting section is located in downtown Anchorage on the 11th floor of the Atwood Building. The daily work environment is dynamic and deadline-driven, with a balance of independent project work and collaborative teamwork.
 
The knowledge, skills, abilities, and competencies needed to be successful in this position include:
  • Research: Research abilities, including reading, interpreting, and applying information from technical and legal documents, policies and procedures, land records, maps, and GIS.
  • Independence & Initiative: Ability to work independently, take the initiative, adapt to changing priorities, manage multiple tasks, recommend appropriate actions, meet deadlines, and exercise sound judgement under general supervision.
  • Communication: Aptitude to communicate efficiently and effectively through both written and verbal communication. Coordination and collaboration skills and the ability to remain professional in difficult or potentially contentious situations. 
  • Attention to Detail: Effectively interpret and apply directions and outlined processes. Strong proofreading skills with a keen eye for detail and the ability to document actions done and the reasoning behind said actions.

Minimum Qualifications

Natural Resource Specialist 1 -- Starting Salary $1941 bi-weekly
Any combination of education and/or experience that provides the applicant with competencies in:

  • Analytical Thinking/Problem-Solving: using a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience and calling on other references and resources as necessary.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Reading: Understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations.
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Equivalent to those typically gained by:

Education from an accredited college and/or experience in natural resource management. 

 
Natural Resource Specialist 2 -- Starting Salary $2229.75 bi-weekly
Any combination of education and/or experience that provides the applicant with competencies in:
  • Analytical Thinking/Problem-Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Decision-Making:  Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Any combination of education and/or experience that provides the applicant with competencies in:
  • Analytical Thinking/Problem-Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
  • Decision-Making:  Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.
  • Environmental Science:  Knowledge of the interdisciplinary concepts, principles, theories, and methods of investigating the natural and physical environment, including examination of ecology, biology, physics, chemistry, plant science, zoology, mineralogy, oceanography, limnology, soil science, geology and physical geography, atmospheric, and other related sciences in the protection and improvement of the environment and its resources.
  • Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
Equivalent to those typically gained by:

For the purposes of the minimum qualifications, natural resource management is defined as the management of land, water, minerals, forests, oil, gas, agricultural, archaeological, natural and cultural history, parks, and related surface and subsurface resources. Experience or education in natural resource management means exclusive involvement in the above resources. Those with experience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience applies to the definition of natural resource management. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
