This is an Excepted appointment for an initial three years, which may be renewed every one, two, or three years. This position is located in the Defense Security Cooperation Agency (DSCA), Defense Security Cooperation University (DSCU), College of Security Cooperation Studies (CS2), Regional Studies Department, located in Arlington, VA.

DSCA's mission is to advance U.S. national security and foreign policy interests by building the capacity of foreign partners in order to encourage and enable allies and partners to respond to shared challenges.

DSCU is the DoD’s center of intellectual life for Security Cooperation (SC). DSCU delivers education, training, research, and analysis to the U.S. SC Workforce and Institutional Capacity Building (ICB) and education to our allies and partners to meet the current and future global SC mission. DSCU supports DSCA’s mission of training, educating, and providing for the long-term development of the SC Workforce and enabling Partner Nations (PNs) to effectively, efficiently, and responsibly manage their security institutions. Through the work of DSCU, U.S. personnel become SC community practitioners and PN’s develop responsible, effective security establishments based on the rule of law, civilian control of the military, and respect for democracy and international human rights.

We are looking for enthusiastic, dynamic, and talented individuals with expertise and significant experience in an international context to perform the following duties:

  • Serves as junior academic faculty engaging in the university’s advising, consulting, and educating and training missions.
  • Supports the goal of preparing and executing education and training modules, advising partner nation officials, and providing consulting expertise to US officials.
  • Supports senior faculty in creating and reviewing content in their respective disciplines while also maintaining an active research, analysis, and publication agenda that includes providing peer-reviews of scholarly papers, editorial support to junior faculty, and serving on editorial boards of scholarly publications.
  • Performs one or more of the following: instructing, designing and preparing curricula, designing and developing learning support systems, reviewing and assessing curriculum and program design, and providing academic advice and/or research, writing, publishing, and reviewing the work of others.
  • Prepares and delivers lectures, seminars, advising, and instruction in assigned areas, either functional, geographic, or both.
  • Assesses student performance in fulfilling education objectives and prepares written evaluations of student understanding of course objectives.
  • Proposes new courses or modules to address perceived educational and training gaps as an element of their review of their course models.
  • Sustains and develops academic expertise through participation within and contributions to the community of practice and discipline.
  • Publishes findings in reputable scholarly or professional outlets, which can include, inter alia, peer-reviewed fora, University publications, relevant blogs, and specialized defense, military, and civil-military publications.
  • Participates in DSCU self-governance to support the academic mission of the University in its use of technologies and services impacting teaching, learning, research, and scholarship.

QUALIFICATIONS: 

  • Earned-terminal degree/doctorate from a regionally or nationally accredited institution of higher education (or international equivalent) in an appropriate discipline such as international relations, economics, foreign affairs, history, or a related field that supports DSCU’s programming, research, and analysis needs.
  • Demonstrated evidence of leadership or management appointment in public, private, or academic sectors.
  • Notable contributions to scholarship through publications in peer reviewed journals/presses.
  • Five or more years’ experience in functional areas unique to security cooperation/institutional capacity building that align with OSD-Policy priorities. Experience in one or more of the following: instructing; designing and preparing curricula; designing and developing learning support systems; reviewing and assessing curriculum and program design; and providing academic advice and/or research, writing, publishing, and reviewing the work of others.
  • Progressive experience in teaching various subjects at the university level, as well as developing course curricula.
  • Progressive experience in carrying out original research where findings are published in peer-review fora.
  • Prefer experience in the delivery of education as related to defense, security sectors, foreign policy, diplomacy, and modern history.

CONDITIONS OF EMPLOYMENT: 

  • Must be a United States Citizen.
  • Must be able obtain and maintain a Secret clearance.
  • Must be able to pass pre-employment and random drug testing.
  • Must be able to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
  • Must be able to travel away from the normal duty station on military or commercial aircraft.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 3 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Expert level certification requirements within two years of entering the SC position. In addition, 80 hours of continuing education (CUE) every two years.
