Job Description

Cumberland County Emergency Management Agency (CCEMA) is currently accepting applications for a paid, part-time (24hrs per week) spring 2025 intern. Work is in person; hours and start/end dates are flexible starting as early as January and ending as late as May, depending on intern availability and project timeline. CCEMA and the prospective intern will agree upon the days and hours of work. The primary work location will be at the Windham, Maine campus with off-site event participation dependent on internship focus area or training and exercise opportunities.  Pay is $16.72/hr.  Please note, applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.  

CCEMA supports the communities of Cumberland County before, during and after large disasters.
CCEMA is an all-hazards organization, meaning our support is available whether the incident is a fire, flood, terrorist act, public health emergency or anything in between.

• Before a disaster, CCEMA supports communities with planning for an event and mitigating
its impact.
• When disaster strikes, CCEMA provides a vital ‘surge capacity’ to specialized leading
agencies, typically fire and police departments. We provide planning, logistical and
organizational expertise to manage the complexity that comes with a large event.
• After a disaster, CCEMA is a vital conduit for the recovery and rebuilding process by
connecting towns and the public to State and Federal resources.

QUALIFICATIONS:
The ideal candidate for this position is either a) currently enrolled in their junior or senior year of a
bachelor’s program or at any point in a master’s program in emergency management, homeland
security, or a related field; or b) has two years of experience in a public safety profession such as police, fire, or emergency medical services.

Candidates are invited and highly encouraged from other educational or professional backgrounds,
specifically those associated with media, marketing, public outreach, cybersecurity, or urban planning.

POTENTIAL INTERNSHIP FOCUS AREAS:

Emergency Management Intern
• Develop and market emergency plans to local governments and guide them through the
emergency planning process
• Perform research and provide recommendations on topics in Emergency
Management. Topics could include pandemic response, infrastructure hardening,
cybersecurity, etc.
• Create After-Action Reports following real-world events or exercises
• Assist in projects aimed at building real-world response capability
• Assist in operation and deployment of special teams (Animal Response Team, Incident
Management, Communications, etc.)

Public Affairs Intern
• Develop social media toolkits on emergency preparedness topics to be used by
municipalities and county agencies. Toolkits include messaging, social media graphics,
pamphlets, posters, etc.
• Develop and host virtual or in-person public engagement activities
• Attend CCEMA outreach events and provide informational materials and answer emergency
management-related questions
• Record and edit training videos with CCEMA instructors
• Assist with employee and school preparedness programs

GIS Intern
• Research nationwide GIS uses and identify best practices to be applied locally
• Identify and develop improvements relating to the role of GIS in large-scale disasters
• Conduct and participate in GIS-centric drills and exercises
• Act as a subject matter expert relating to technology upgrades and physical infrastructure of
county and local Emergency Operations Centers
• Create and market GIS for emergency response in under-resourced local governments
Cybersecurity Intern
• Design and create planning materials for Local and County Government cybersecurity
planning
• Act as a subject matter expert for local governments making cybersecurity plans
• Conduct and assess IT systems for vulnerabilities
• Prepare and conduct training sessions on relevant cyber topics

Cybersecurity Intern
• Design and create planning materials for Local and County Government cybersecurity
planning
• Act as a subject matter expert for local governments making cybersecurity plans
• Conduct and assess IT systems for vulnerabilities
• Prepare and conduct training sessions on relevant cyber topics

Training, Exercise, and Education Intern
• Design and create training materials for community training courses (including instructor
guides, student manuals, activities, and visuals)
• Assist with logistics in planning for and delivering training courses
• Design and create documentation for exercises consistent with the Homeland Security

Exercise and Evaluation Program (HSEEP) and tailored to Cumberland County
• Design and carry out drills for County Organizations
• Design and deliver skills labs and drills for CCEMA staff
• Script and create training videos with CCEMA instructors

Examples of additional projects may include:
• Researching grant funding opportunities and developing applications
• Research opportunities related to emergency management
• Providing assistance with exercise planning, conduct, and improvements
• Building and strengthening relationships with Whole Community partners
